Posting the Google+ Tips and Tricks link. It's a good place to start if your new to Google+ or want to know more about what it is.

As far as I know Google+ accounts are still invite only until August 1st, but you can +1 without setting up a Google+ account.

google + has huge privacy issues and be aware that if you have a gmail account they have most likely already set an account up for you whether you wanted it or not. there was an article on msnbc about all its issues the other day.

Google Plus and the +1 button are two different things. The +1 is more a ranking tool than a sharing tool and does not require that you are setup on Google+ it simply requires that you have a Google account.
@nymphdancer – Google+ has minor security issues, as does facebook, everyone simply likes to blow them out of proportion. Google uses a central authorization scheme so it's not that they have "setup an account" but more that if you have a Gmail account you have instant access to all their properties rather than having to go through a signup process with each one.

I'll also point out that Facebook DOES actually create something of a pseudo account for people without their knowledge. My dad, who is not particualrly tech savvy, decided to try out Facebook because a lot of people he knew were doing it…and lo and behold, he discovered he was already there, just needing to authorize the account
