    Hey there!
Spinning pole is something you might want to work with when you’re a lot more comfortable with pole dancing, and stronger, so that you’re better able to deal with the force of the pole moving, as well as not getting overly ill from the movement!
I think most people start spinning pole around the Intermediate level.
And yes, all moves for everything ever should always be trained on both sides!

I don’t think you need to be strong to use spinning pole. In Australia, it’s pretty normal for everyone to learn on spin. We generally start with lots of ‘easy’ spins, such as fireman, front and back hook and just climbing. You’ll get strong using a spinny pole for these types of moves. How fast you spin depends on how hard you kick off with the bottom foot, so you can start with virtually no spin and then build up when you’re comfortable.
And yes, always train both sides.

Possibly worth noting that they also use very skinny poles in Australia, so that might make a difference regarding strength difficulties
