I know this is an old post, but I found it through doing a google search so maybe others will do the same.

I temporarily disabled my virus scanner/firewall program before uploading and it worked just fine after that. Same browser, etc. So, maybe that's an option if you're struggling with this problem. Disabling my virus scanner was all it took for me to get the IO Error to go away.
